Japan: Orthotist to Fabricate a Winging Scapula brace

Dear List, I have been corresponding with an American who is presently living in Japan. He contacted me regarding a Winging Scapula brace. He has bilateral Winging with significant pain. He is very much interested in trying to get a brace as soon as possible which means locating a clinician in Japan. He is seeking locally. Below is his location. If any one would know of a good orthotist near either city I would forward the information to the person. Thank you in advance. It seems like a start. I've emailed them and asked them to refer me to an orthotist near me in Niseko or Sapporo. They've yet to respond. Do you have any better ideas how to approach this? I would imagine, with the language barrier, I wouldn't be very likely to walk into a general hospital and be able to finagle such a specific request. Thanks again for all your help.
