Kaiser Medicare Card

Hello list; I spoke with a potential patient yesterday that needs an Arizona brace, I currently treat her mother and is pleased with our clinic. The potential patient is a 62 year old female that has "Medicare" disability insurance. This insurance was set up from her union where she had worked at a large supermarket chain. This "Medicare" plan was explain to her that it is like regular Medicare for the 65 and older patients, but she can only use it at Kaiser facilities. They even told her that if she uses the insurance anywhere other than at a Kaiser facility, she will risk losing her insurance for going "out of network" I have not visually seen the card but she did say that it looks just like a regular Medicare card. So the question is, has anyone come across such a "Medicare" plan with Kaiser or any other insurance carriers and if it is truly a Medicare plan, can Kaiser and the union restrict her to only using Kaiser facilities? She is so wanting to go to outside facilities because she sees better care being provided by other doctors and O&P facilities like mine. I did point her to the insurance board of Virginia to see if Kaiser can truly restrict her to only their facilities.
