OSHA Certified Custom Shoes

Dear List-serve, Does anyone know if any of the other custom shoe manufacturer's can make custom steel toe work boots that pass the OSHA certification process? I have evaluated a gentleman who has to have custom shoes and the Shipyard where he works requires the shoes their employees wear to be OSHA certified. Does anyone know of a custom shoe manufacturer that certifies their steel toed work boots? I have already called ACOR, Jerry Miller Shoes, and Branier, only Branier said that the steel toe component passes OSHA standards but the "shoe" is not "certified by OSHA" the others said they don't have OSHA certified work boots.
