prescriptions or not

Hello, I have a question, it was asked of me and I am not sure where to go for an answer. I will check around on the internet. Question: If a person comes into your facility and offers to pay cash for an orthotic/prosthesis do you need a prescription, CMN and all the paperwork from the Dr? My line if thinking is that the paperwork is to file on insurances for the devices. The items and/or components are not regulated by the government are they? If so by who? . Any thoughts???
