Text Box: With only days remaining for the Legislature to act on bills, COPA-Sponsored Assembly Bill 2012 was passed by the full assembly on August 24th on a margin of 73 in favor and four opposing. 

The bill, which will make all offers to cover O&P services include items “as prescribed,” is COPA’s most recent legislative success and marks a turning point in provider/insurer relations.
“This is a great bill because it safeguards the consumer who is usually unaware of the coverage he or she might need, and yet it still allows employers and insurers to work in a competitive environment in determining whether or not they want the coverage,” said COPA President Rick Chavez, “This will give the Department of Managed Care the legal statute it needs to end ‘bait and switch’ tactics where consumers think they are covered and when they go to use their policies realize their coverage is useless.”

Text Box: Consumer advocate and star witness, Camille Baker testified at both policy committee hearings for Assembly Bill 2012  (Emmerson).

Chavez said he is extremely pleased with this year’s legislative effort in making it all of the way to the Governor’s desk. “It’s a tough environment in Sacramento and we owe a lot of credit to a lot of people for making this bill a success.”

Although the bill has received very few negative votes, insurance advocates are making a last minute push to see the bill vetoed. Therefore it is critical that all O&P businesses and patients e-mail or call the Governor to express their support at:  http://www.govmail.ca.gov . Click on the "supporting" button and in the "choose your subject" pull down menu, choose "other" and it will give you a subject line where you can enter AB 2012 as your subject.

“We’ve worked hard all year to position this bill in the best way we could,” said COPA Lobbyist, Bryce Docherty. “However, without consumer support, we can’t count on a signature.”
