Medicare preauthorization, for and against

Hello esteemed colleagues,I have been contacted by students at UW Prosthetics and Orthotics curriculum looking for help in debating the pros and cons of the proposed Medicare preauthorization for O and P.  Primarily they are looking at lower limb prosthetics.  There are two groups debating both the pros and cons of preauthorization.  Anyone out there want to share your biased opinions?  Thanks
