ALJ Hearings

As we are all aware the time frame between requesting an ALJ Hearing and the actual Hearing continues to increase. Our most recent hearing involved 3 claims and it was conducted on March 31,2016 The Hearing requests were submitted in September 2013 and decisions have not been received as of this date.
I would be interested to know if anyone has knowledge of whether or not waiving an oral hearing and instead having an on the record (OTR) Hearing expedites the time required for an appeal to be adjudicated?
