Retroactive billing for Medicare

I have been waiting over a year for my Medicare PTAN number and just received it for a new O&P practice. They are stating that I can only retroactively bill back to the date of the approval, which was about two weeks ago. My questions are: 1. Has this happened to anyone else who opened a new practice? 2. Were you able to appeal the decision? 3. If so, how long did it take? Any information would be greatly appreciated!
